A cell phone found in the elevator of the Washington County Courthouse led to the arrest of an Owasso man. Jacobs Steven is facing charges of smuggling contraband and conspiracy for an incident that occurred last month.

According to an affidavit, while transporting inmates to the courthouse a detention officer noticed an object hanging by electrical tape in an elevator, which he later discovered to be a small cell phone. The officer heard from another inmate that the phone was intended for Stevens after be placed there by his brother. Courthouse surveillance video shows Stevens’ brother entering the building with a black object in his hand and entering the elevator for four minutes without leaving.
